In my opinion as a Real Estate Agent I do not see Property Dealers as being in the same category as Insurance agents. One is an employee of a company and the other is an independent contractor. One will get regular commissions, but does not have an obligation to the company.

Insurance agents have an obligation to an individual or business. They are there to make deals and sell policies for a commission. Their main focus is finding a policy that will cover a claim. Property Dealers on the other hand, have no obligation to anyone. They just find a property, sell it and pocket the difference if there is a loss.
